多地育儿补贴审核提速，10月底到12月有望陆续发放

center\"\u003e\u003c!--NO_READ_BEGIN--\u003e（资料图）\u003c!--NO_READ_END--\u003e\u003c/p\u003e\u003cp\u003e\u003cstrong\u003e21世纪经济报道记者陈洁实习生张星雨\u003c/strong\u003e\u003c/p\u003e\u003cp\u003e“我是8月底提交申领资料，大约半个月前收到短信，通知审核通过，不过目前还没有收到钱。”家在广东的王蓉告诉21世纪经济报道记者。\u003c/p\u003e\u003cp\u003e此外，21世纪经济报道记者采访四川、重庆等地的家长了解到，目前很多家长都反映育儿补贴的审核已经通过。\u003c/p\u003e\u003cp\u003e\u003c!--AIPOS_0--\u003e从各地的消息来看，地方育儿补贴的审核也在提速。比如10月12日，青海西宁当地媒体发布消息称，截至目前，全市已受理育儿补贴申领39669件，其中小程序申请38645件，现场办理1024件，首批审核通过14109件。\u003c/p\u003e\u003cp\u003e那么，育儿补贴什么时候将发放？记者了解到的情况是，各地的发放时间并不相同，比如西宁预计在10月底发放第一批育儿补贴资金，不过也有地方表示会在11月或者12月发放。\u003c/p\u003e\u003cp\u003e清华大学社会学博士后、\u003c!--SECURE_LINK_BEGIN_0--\u003e北京理工大学\u003c!--SECURE_LINK_END_0--\u003e教育学院特别副研究员史薇对21世纪经济报道记者表示，为确保资金及时到位，一要提前编制预算，明确拨款时间表；二要对审核完成的家庭先行发放，不必等待全部资金配齐；三要建立县级公开台账，动态公示“审核—拨付—到账”进度，接受社会监督。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\u003cp\u003e\u003c!--AIPOS_1--\u003e近日，不少家长都收到育儿补贴申请通过的消息。\u003c/p\u003e\u003cp\u003e“我在重庆，是8月申请育儿补贴的，目前申请已经通过，资金处于待发放状态，有看到说是一个季度发一批。”罗静表示。\u003c/p\u003e\u003cp\u003e家在四川成都的余佳，也是8月下旬通过支付宝申请育儿补贴。“我收到了地方卫健委发的短信，通知育儿补贴材料审核通过，目前也处于待发放状态。”\u003c/p\u003e\u003cp\u003e根据公开信息，从9月8日开始，育儿补贴申领正式全面开放，公众可通过支付宝、微信和各省份政务服务平台线上申领，也可到婴幼儿户籍地的乡镇政府、街道办事处现场申领。\u003c/p\u003e\u003cp\u003e不过，由于很多家长在此之前已经收到相关的邀约，不少家长在8月就填写育儿补贴的申请。那么，地方是什么时候开始审核呢？从多地发布的信息来看，育儿补贴审核工作于9月15日起全面启动。\u003c/p\u003e\u003cp\u003e比如，在四川简阳市人民政府网站上，有人询问“我申请的育儿补贴多久审核通过”？\u003c/p\u003e\u003cp\u003e对此，简阳市卫生健康局回复称，经核实，简阳市按照上级统一安排，已于9月15日全面开始审核，按育儿补贴申领时间先后进行，初审和审核确认工作原则上应在30个工作日内完成。\u003c/p\u003e\u003cp\u003e《育儿补贴制度管理规范（试行）》提出，各省份结合实际确定育儿补贴具体发放时点，原则上每季度至少集中发放一批，确保补贴及时足额发放到位。\u003c/p\u003e\u003cp\u003e而从实际操作来看，何时能够拿到育儿补贴，需要根据地方的安排来运作。\u003c/p\u003e\u003cp\u003e比如，10月14日，据当地媒体报道，绵竹市已有5800余人完成线上申请。截至目前，共有4200余人通过育儿补贴镇（街道）初审和县级审核确认，审核工作正稳步推进中。不过，申请育儿补贴的审核通过并不等于资金到账。目前补贴资金正在配套中，待国家、省、市三级资金到位后，将进行集中发放。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\u003cp\u003e也有地方明确了相关的发放时间。除了西宁预计在10月底发放第一批育儿补贴资金之外，据人民网9月份报道，北京市朝阳区相关部门表示，育儿补贴预计下个月（10月）会陆续发放。\u003c/p\u003e\u003cp\u003e“如果你是8、9月份申请的话，你会在下一个季度的第二个月收到育儿补贴款项，一般来说是上旬。”当记者以家长身份向重庆市卫健委咨询育儿补贴何时发放时，相关人士表示。\u003c/p\u003e\u003cp\u003e这意味着，重庆的第一批育儿补贴款项很可能在今年11月上旬下发。\u003c/p\u003e\u003cp\u003e此外，记者致电了成都卫健委，相关人士表示，在每个季度末审核完成的育儿补贴申请，一般在之后1—2个月集中发放。\u003c/p\u003e\u003cp\u003e也有地方表示将于12月份发放相关资金。比如，据湖北日报报道，湖北天门市卫健委相关负责人表示，对已收到的申请材料，将组织专人进行核查，预计从今年12月份开始，国家育儿补贴将按批次陆续发放到符合条件的家庭。\u003c/p\u003e\u003cp\u003e史薇表示，目前各地发放时点不同，主要因为省市财政预算与拨款节奏差，名单数据整理、审核完成时间也不同。“地方目前普遍采取‘按批次集中发放’方式，一般以季度来发放以便于管理。”\u003c/p\u003e\u003cp\u003e不过，也并非没有地方的育儿补贴申请被“卡住”。\u003c/p\u003e\u003cp\u003e比如，10月16日，在安徽安庆综合广播热线上，有听众江女士来电反映：其女8月份在皖事通申请育儿补贴，现在仍显示受理中。\u003c/p\u003e\u003cp\u003e对此问题，安庆市大观区政府回复称，全省育儿补贴审核权限9月15日开放，经与申请人电话沟通了解申请地在皖河农场，皖河农场9月底因电脑政务外网原因登录不了系统，目前问题已解决。\u003c/p\u003e\u003cp\u003e\u003c!--AIPOS_2--\u003e此外，还有育儿补贴申请如何打通“最后一公里”的问题。\u003c/p\u003e\u003cp\u003e比如，近期，湖南省张家界市慈利县泊渡镇针对育儿补贴政策，组织工作人员深入村组，开展入户讲解、现场答疑等活动，并推行“线上+线下”双轨服务模式，针对不熟悉线上操作或材料准备存在困难的群众，工作人员现场提供全流程指导。\u003c/p\u003e\u003cp\u003e史薇表示，在一些偏远地区，育儿补贴申领的主要障碍是“政策知晓度低、线上操作难”。基层应坚持“线上为主、线下补充”。一方面完善线上渠道，依托“育儿补贴信息管理系统”及微信、支付宝入口，实现便捷申领。另一方面应强化线下帮办，乡镇、村（居）委设立代办窗口或“下乡服务日”，在集市、医院、妇幼保健院同步发放宣传材料和申领指南。\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e\u003cp\u003e“此外还需要加强培训宣讲、优化联办机制，同时建立咨询与反馈通道。地方可以设服务热线、政务站点，为不会线上操作的家庭提供上门或电话指导。通过‘线上便捷+线下补充+主动服务’，可提升偏远地区政策覆盖率，确保符合条件家庭‘应享尽享’。”史薇表示。\u003c/p\u003e\u003cp\u003e另外一个需要关注的点是，近年来，国内一些地方结合实际，探索实施了育儿补贴的政策。根据要求，国家育儿补贴制度出台后，要加强政策统筹，地方政策要规范有序衔接。\u003c/p\u003e\u003cp\u003e不过，记者查询后发现，尽管有地方此前表示已制定与国家育儿补贴有序衔接实施方案，按照“就高不就低”的原则，确保市民补贴只增不减，但是相关政策并未公开发布。\u003c!--AIPOS_3--\u003e地方育儿补贴政策与国家政策如何做好衔接，仍然是一个需要各地解答的问题。\u003c/p\u003e\u003cp\u003e史薇表示，中央政府负责制定全国性、基础性的育儿补贴标准，确保底线公平。地方政府则根据本地经济发展水平、财政状况、生活成本及人口结构等因素，制定差异化的叠加补贴。对于已出台补贴政策的地区，衔接时应切实贯彻“就高不就低”原则，确保居民实际获得的补贴总额不低于原有水平或国家统一标准中的较高者。\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\u003cp\u003e“具体操作上，可采取新标准与原有标准直接对比，对居民发放差额部分，或整合优化原有政策，形成更高效、可持续的新方案。重要的是，衔接方案需及时、清晰地向社会公布。”史薇表示。\u003c/p\u003e\u003cp\u003e在采访过程中，不止一位已经申请育儿补贴的家长向记者表示，在育儿补贴政策之外，希望有更多支持生育的政策，包括为带娃母亲提供更多就业保障，提高医疗和教育水平，给予住房、托育政策支持等等。\u003c/p\u003e\u003cp\u003e在7月30日举行的国新办新闻发布会上，国家卫生健康委相关人士也针对目前的生育支持政策做了分析，包括将3岁以下婴幼儿照护费用纳入个人所得税专项附加扣除；扩大生育保险覆盖面，将生育津贴直接发放给个人；进一步完善生育休假制度；加大普惠托育服务供给；各地扩大优质教育资源供给；部署逐步推行免费学前教育；一些地方提高多子女家庭住房公积金最高贷款额度等等。\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_4--\u003e\u003cp\u003e“育儿补贴是重要激励手段，但非唯一手段。应构建‘经济支持+服务支持+时间支持’的政策组合，包括探索梯度补贴、税收抵扣、住房补贴等多元化形式，大力发展普惠托育体系，扩大优质教育资源供给，落实和完善育儿假等制度等。”史薇表示。\u003c/p\u003e\u003cp\u003e（应采访者要求，王蓉、罗静、余佳均为化名）\u003c/p\u003e\u003cdiv
